responsibility as a "Downstream Article Supplier" when so requested
to supply information to our Customers we will.
RoHS (European Union’s Restriction on Hazardous
Substances).
The RoHS Directive (Directive 2002/95/EC), which was
finalized by the European Parliament and the Council of the European
Union on January 27, 2003, bans the placement of new electrical and
electronic equipment (EEE) containing lead, cadmium, mercury,
hexavalent chromium and both polybrominated biphenyl (PBB) and
polybrominated diphenyl ether (PBDE) flame retardants starting July
1, 2006.
Subsequently polybrombiphenylethers (PBBE),
Pentabromodiphenyl ether (PentaBDE),
Octabromodiphenyl ether (OctaBDE) & Decabromodiphenyl (Deca-BDE)
were also listed.

FOR
HASL FINISH CUSTOMER REQUIREMENTS:
We currently intend to provide PCBs to you with a Hot Air
Solder Leveled (HASL) finish containing Lead. We could provide a
lead-free finish such as Immersion Tin (IT), Organic Solderability
Preservative (OSP), Lead-free HAL, Immersion Silver (IS) or
Electroless Nickel-Immersion Gold (ENIG) if you so request us to do
so. To the best of our knowledge, the Military will continue to use
HASL which Philway will continue to supply.
Other than lead (in the case of HASL finish), the
PCBs we provide you will comply with the RoHS Requirements as stated
above.

1. Lead-free finishes are provided at an additional cost to
HASL.
2. The use of provided lead-free finishes requires the buyer
to analyze what internal changes may be required for lead-free
product, including but not limited to, handling, shelf life,
storage, pre-assembly bake and component assembly (working with the
higher temperature lead-free solder requires special equipment).
The use of IS (Immersion Silver) requires special handling on your
part, to avoid tarnishing and preserve solderability.
This special handling includes (but is not limited to): Minimized
exposure of the PCBs to air (once package is open, PCBs should be
assembled within 5 days). Avoid exposure to wetness and certain
baking. For assembly rework do not remove misprinted paste with
isopropyl alcohol (check solvents for compatibility with IS before
using them). Clean gloves should be used when handling PCBs. Store
packaged PCBs below 86 degrees F. and 75% RH. Avoid allowing the
PCBs to come in contact with any substance/environment that contains
sulfur/sulfides or chlorides. If you are not familiar with all of
the precautions that must be taken with IS, please contact
quality@philway.com.
3. Buyer purchases such lead-free product assuming all
responsibility for fully understanding the integrity and reliability
of a lead-free assembly (component joining) as it relates to their
product. Buyer also assumes responsibility for specifying laminate
capable of withstanding the higher temperature of lead-free solder
(single or multiple heat exposures). For additional information,

If a lead-free finish is specified, Philway PCBs
will comply with RoHS Requirements, as stated above,
and will state so on our Certificate of Compliance.
